Rep. Emanuel Cleaver, who represents Missouri’s 5th district in the U.S. Congress, posted a series of tweets on August 18, 2025, criticizing recent Republican legislative efforts and former President Donald Trump’s stance on mail-in voting.

In his first tweet, Cleaver cited a report from the Congressional Budget Office: "The new report from the nonpartisan CBO finds that President Trump and Republicans’ Big Ugly Bill will undoubtedly force massive cuts to Medicare to the tune of $536 BILLION! Make no mistake: These cuts will make it harder for seniors to get the care they need and for health" (August 18, 2025).

Cleaver continued his criticism in a follow-up post directed at House Democrats and Republicans: "@HouseDemocrats believe we should be strengthening Medicaid and Medicare, not cutting them and taking away health care. House Republicans will have to own their vote rubber-stamping these cuts and jamming through Donald Trump’s Big UGLY Bill" (August 18, 2025).

Later that day, Cleaver addressed proposed changes to mail-in voting by former President Trump: "President Trump wants to get rid of mail-in ballots. Let’s be clear: this isn’t about ‘election integrity’, it’s about silencing seniors, disabled voters, and working families. Democracy means ALL votes must be counted. We won’t stand by while he tries to dismantle our freedom" (August 18, 2025).

Emanuel Cleaver has served in Congress since 2005 after succeeding Karen McCarthy as representative for Missouri's 5th district. Born in Waxahachie, Texas in 1944, Cleaver is currently based in Kansas City. He graduated with a Bachelor of Science degree from Prairie View A&M University in 1972.
