Cleaver, who has been serving since 2005 and resides in Kansas City, took to Twitter to criticize the focus of Republican lawmakers.

On July 7, 2025, Cleaver tweeted that "Republicans in Congress aren’t focused on strengthening care for our veterans or lowering costs for hardworking families." He claimed they passed a bill favoring tax cuts for millionaires and billionaires instead.

Later that day, at 19:50 UTC, he further elaborated on this sentiment by stating that "Last week, Republicans passed their Big Ugly Bill to rip healthcare away from 17 million Americans." He added that the bill would lead to rural hospital closures and reduce food assistance programs while providing tax breaks for the wealthiest individuals.

In another tweet posted at 20:55 UTC on the same day, Cleaver emphasized his point by saying "Stealing from the poor to give more handouts to the wealthy." He described it as ensuring "the largest transfer of wealth from working class families to the wealthy in history."

Emanuel Cleaver was born in Waxahachie, Texas in 1944 and graduated from Prairie View A&M University with a Bachelor of Science degree in 1972.
