On February 13, 2025, Rep. Cleaver criticized Elon Musk's suggestion to "delete" federal agencies, stating that it demonstrates how disconnected billionaires can be from the needs of the public. He emphasized the importance of these agencies in protecting essential aspects such as air quality, food safety, and economic stability. Cleaver stated: "Elon Musk casually (& seriously) suggesting we 'delete' entire federal agencies shows just how out of touch billionaires are."

Later that day, he addressed the Trump administration's federal employee buyouts policy. He argued that these measures are not aimed at improving efficiency but rather at weakening government institutions by removing experienced public servants. He asserted: "The Trump administration’s federal employee buyouts aren’t about efficiency—they’re about hollowing out agencies that serve the American people."

On February 14, 2025, Rep. Cleaver encouraged investment in affordable housing and protection for the Consumer Financial Protection Bureau (CFPB). In his tweet celebrating Valentine's Day with a call for community support and financial security for all citizens, he stated: "Let’s show America love this Valentine’s Day by making sure all our neighbors have a home and money in their pockets."
