Cleaver, who has been serving since 2005, shared his thoughts on various topics including federal agency funding and medical research grants.

On February 5, 2025, Rep. Cleaver voiced his opposition to efforts that he perceives as attempts to defund congressionally created federal agencies. "First they came for USAID. Now they’re going after Public Education. What’s next? Medicare and Social Security? Veterans benefits and nutrition programs?" He emphasized that "@HouseDemocrats will not stand for these unconstitutional efforts."

Later the same day, Cleaver addressed concerns about power dynamics in government operations. "Allowing an unelected billionaire and his teenage lackeys to illegally seize the federal government, access Americans’ personal information, and defund federal agencies is not about efficiency—it’s about unilaterally usurping power from the people," he stated, questioning when the GOP would take action.

On February 6, 2025, Cleaver commented on the impact of politics on medical research funding. "No one should have their clinical trial, or research critical to a cure delayed or suspended because of politics," he remarked while condemning President Trump’s decision to freeze funding for medical research grants.
