Rep. Emanuel Cleaver, currently serving Missouri’s 5th District in the U.S. Congress since 2005, recently addressed concerns regarding immigration enforcement and public school funding through a series of posts on social media. The posts highlight his criticisms of current federal administration policies affecting civil rights and educational support.
On July 11, 2025, Rep. Cleaver cited comments attributed to the Trump administration’s Border Czar regarding Immigration and Customs Enforcement (ICE) detention practices: "ICE is detaining individuals 'based on their location, their occupation, their physical appearance, their accent.' In other words: based on racial profiling. It’s unacceptable and undermines every American’s constitutional".
Later that day, Cleaver commented on the issue of federal funding for public schools. He stated: "Congress provided this funding to support families and students in public schools across the country—but the president is illegally withholding the funds, causing more chaos and unnecessary uncertainty in our communities. It must end."
In a subsequent post also dated July 11, 2025, Cleaver detailed the impact of withheld funds in Missouri specifically: "As the administration withholds nearly $84 million from Missouri schools, including $1.3 million from Lee’s Summit & nearly $5 million from Kansas City Public Schools, I joined with 150 lawmakers to urge the president to uphold these commitments made to schools & students".
Emanuel Cleaver was born in Waxahachie, Texas in 1944 and has resided in Kansas City for many years. He graduated from Prairie View A&M University in 1972 with a Bachelor of Science degree.
