Rep. Emanuel Cleaver criticizes Medicaid cuts and highlights infrastructure law's impact

Rep. Emanuel Cleaver, who has represented Missouri’s 5th District in the U.S. Congress since 2005, recently shared a series of posts addressing healthcare policy and infrastructure developments. Cleaver, born in Waxahachie, Texas in 1944 and currently residing in Kansas City, is known for his commentary on national policy issues.

On July 10, 2025, Cleaver criticized recent Medicaid cuts by stating “Americans on Medicaid will receive better care because we cut $1 TRILLION from the program” is one of the most absurd arguments I’ve heard. He added that millions of Americans would lose necessary care due to these cuts, attributing them to Republican efforts to provide tax breaks.

Later that day, Cleaver commented on legislation signed by the Trump administration. On July 10, 2025, he wrote "After signing the most expensive legislation in American history that rips healthcare away from 17 million Americans to shower tax breaks on millionaires and billionaires, the Trump administration is now working to give more handouts to the wealthiest 1%."

On July 11, 2025, Cleaver shifted focus to local economic development. He stated “From investments in new roads and bridges to funding that enables the cleanup and redevelopment of brownfield sites like the Hardesty Federal Complex, the Bipartisan Infrastructure Law continues to fuel a remarkable economic comeback in Kansas City”.

Cleaver succeeded Karen McCarthy as representative for Missouri’s 5th District. He graduated from Prairie View A&M University with a BS degree in 1972.
