Rep. Emanuel Cleaver, a U.S. Congressman representing Missouri’s 5th district since 2005, recently used his social media platform to address federal support for SNAP benefits and affordable housing initiatives.

On November 3, 2025, Cleaver posted about the Department of Agriculture’s authority regarding food assistance programs: "The Department of Agriculture has the ability, authority, and legal responsibility to continue funding SNAP benefits with emergency funds designed for situations like these. The administration must stop playing politics with hungry families and start doing their job!"

Later that day, Cleaver commented on efforts to increase affordable housing through legislative reform: "By revamping and revitalizing the HOME Program—one of our greatest tools to expand the supply of affordable housing for working-class families—we can ensure that affordable housing & the American Dream of homeownership are once again attainable from the heartland to the coasts."

In a related post on November 3, he also highlighted economic pressures faced by Americans due to high housing costs and promoted bipartisan action: "Americans in every community are struggling to stay afloat financially due to the high cost of housing, which is limiting opportunities for families to get ahead. That’s why I introduced the bipartisan HOME Reform Act with @USRepMikeFlood to lower costs."

Cleaver has represented Missouri’s 5th District in Congress since succeeding Karen McCarthy in 2005. Born in Waxahachie, Texas in 1944, he now resides in Kansas City. He earned a Bachelor of Science degree from Prairie View A&M University in 1972.
