Rep. Emanuel Cleaver criticizes Trump administration policies and GOP actions amid government shutdown

Rep. Emanuel Cleaver, a member of the U.S. Congress representing Missouri’s 5th district since 2005, posted a series of statements on his official Twitter account on October 3, 2025, addressing recent developments in U.S. policy and their impacts.

In one post from October 3 at 18:43 UTC, Cleaver commented on changes to electric vehicle incentives under the Trump administration, stating: “GM was planning to bring back hundreds more for a second shift as sales for the Bolt grew.

At 20:53 UTC on the same day, Cleaver commented on a government shutdown and questioned Republican lawmakers’ motives for not returning to work: “America’s government is in a complete shutdown, and Republicans are refusing to come back to work.

Cleaver has represented Missouri’s 5th District in Congress since replacing Karen McCarthy in 2005. Born in Waxahachie, Texas in 1944 and currently residing in Kansas City, Cleaver graduated from Prairie View A&M University with a Bachelor of Science degree in 1972.
