Rep. Emanuel Cleaver criticizes Republican leadership over shutdown and policy decisions

Rep. Emanuel Cleaver, a U.S. Congressman representing Missouri’s 5th district since 2005, used his social media platform on October 2, 2025, to criticize the Republican Party and the president over an ongoing government shutdown and related policy decisions.

In his first post of the day, Cleaver stated, "The American people understand that Republicans control the White House, Senate, and House—and that this shutdown is due to their inability to govern. Republicans must sit down and negotiate a bipartisan spending bill that will prevent healthcare costs from soaring." (October 2, 2025)

Later that afternoon, he continued his critique with another statement: "The president is doling out punishment due to his inability to govern. It is the American people, Republicans and Democrats, in communities across the country who will be hurt by these mass firings and defunding of bipartisan programs. It's shameful." (October 2, 2025)

Cleaver also addressed international policy concerns in a third post: "This brazen corruption will hurt millions of Democrats AND Republicans that live in these states. Meanwhile, the president and his administration are providing a $20 billion bailout to his far-right allies in Argentina. How is this America First?" (October 2, 2025)

Emanuel Cleaver has represented Missouri's 5th District since replacing Karen McCarthy in Congress in 2005. He was born in Waxahachie, Texas in 1944 and currently resides in Kansas City. Cleaver graduated from Prairie View A&M University with a Bachelor of Science degree in 1972.
