Rep. Emanuel Cleaver, a member of the U.S. Congress representing Missouri’s 5th district since 2005, posted a series of tweets on September 3, 2025, addressing concerns about U.S. manufacturing, energy policy changes, and recent legislative proposals.
In his first tweet at 17:08 UTC, Cleaver highlighted ongoing difficulties in the manufacturing sector: “US manufacturing contracted for a 6th straight month in August as factories dealt with the fallout from the Trump administration's import tariffs
"some manufacturers describing the current business environment as ‘much worse than the Great Recession.’” (September 3, 2025).
An hour later, Cleaver commented on recent executive actions regarding clean energy investments: As the president guts clean energy investments from the Inflation Reduction Act at the request of Big Oil, American families are seeing their monthly energy bills continue to rise at an unsustainable pace.

In a subsequent post that evening, Cleaver criticized a GOP-backed bill under consideration in Congress: The GOP can “rebrand” the Big Ugly Bill all they want—but it still kicks 15 million Americans off healthcare, rips food assistance away from millions more, & adds $4 trillion to our national debt.
All while giving another massive handout to billionaires. (September 3, 2025).
Cleaver has represented Missouri’s 5th District since replacing Karen McCarthy in 2005 and is currently based in Kansas City. Born in Waxahachie, Texas in 1944 and now aged 78, he graduated from Prairie View A&M University with a Bachelor of Science degree in 1972.
