Rep. Emanuel Cleaver voices concerns over tariffs, ACA tax credits, and VA staffing

Rep. Emanuel Cleaver, who represents Missouri’s 5th district in the U.S. Congress, addressed several national policy issues in a series of posts on November 5, 2025.

In his first post, Cleaver criticized recent executive actions regarding tariffs, stating on November 5, 2025: "The president does not have the authority to unilaterally raise taxes on American consumers and small businesses nationwide. His across-the-board tariff taxes are unconstitutional, and the court should make that clear."

Later that day, Cleaver turned his attention to health care policy. On November 5, 2025, he wrote: "If Republicans are successful in eliminating ACA tax credits for working-class Americans, Missouri families will see their health care premiums skyrocket. That’s why I’m fighting to extend these tax credits and lower costs for Missourians in #MO05."

Cleaver also commented on changes within the Department of Veterans Affairs (VA), posting on November 5, 2025: "For months, Democrats warned that mass firing civil servants at the VA would undermine services for American veterans. We’re already seeing the negative consequences of the administration’s actions."

Emanuel Cleaver has represented Missouri's 5th District since 2005 after succeeding Karen McCarthy. He was born in Waxahachie, Texas in 1944 and currently resides in Kansas City. Cleaver graduated from Prairie View A&M University with a Bachelor of Science degree in 1972.
