Rep. Emanuel Cleaver criticizes presidential actions amid government shutdown

Rep. Emanuel Cleaver, a U.S. Congressman representing Missouri’s 5th district since 2005, used his social media platform on October 21, 2025, to criticize recent presidential actions and advocate for a bipartisan budget bill.

In a post made at 17:29 UTC, Cleaver wrote, "Head Start and other programs that families depend on are not bargaining chips. That’s why I’m in Washington pushing for a bipartisan budget bill that will reopen government and calling on the administration to renew grant funding for Head Start."

An hour later, Cleaver addressed international trade policy and support for farmers, stating at 18:28 UTC, "First, the president destroyed important trading relationships that American farmers depend on. Then, the president handed Argentina a $40 billion bailout and undermined farmers further. Now, he’s working to undercut American cattleman. How is this America First?"

At 19:44 UTC the same day, Cleaver commented on government spending during a federal shutdown: "As millions of federal workers go without pay, the president is tearing down the White House to begin construction on a brand new $250 million ballroom. He should be focused on negotiating a bipartisan budget bill that reopens government and lowers health care costs for"

Cleaver has been an active member of Congress since replacing Karen McCarthy in 2005. Born in Waxahachie, Texas in 1944 and now residing in Kansas City, he graduated from Prairie View A&M University with a Bachelor of Science degree in 1972.
