Rep. Emanuel Cleaver, who represents Missouri’s 5th district in the U.S. Congress, used his social media platform on October 16, 2025, to address issues ranging from voting rights to public health policy.

Later that day at 17:26 UTC, Cleaver highlighted the longstanding practice of water fluoridation for dental health benefits. He wrote, "For 80 years, the addition of fluoride to community water supply has helped reduce tooth decay & improve dental health, especially for those who can't afford to regularly see the dentist. My Protect Our TEETH Act would ensure any attempts to change these policies are backed by".

Cleaver has represented Missouri's 5th District since replacing Karen McCarthy in 2005. He was born in Waxahachie, Texas in 1944 and currently resides in Kansas City. Cleaver graduated with a Bachelor of Science degree from Prairie View A&M University in 1972.
