Rep. Emanuel Cleaver, who represents Missouri’s 5th district in the U.S. Congress, has recently used his social media platform to voice concerns over proposed healthcare policy changes and to support a resolution on political civility.
On September 19, 2025, Cleaver criticized Republican efforts regarding healthcare legislation, stating, "After making the largest cut to Medicaid in history, Republicans are now working to eliminate tax credits that help hardworking families afford their health coverage. If they succeed, 46,000 people in #MO05 will see their annual healthcare costs skyrocket by an average of 109%."
Later that day, Cleaver addressed his opposition to a budget bill with potential implications for his constituents’ healthcare expenses. He wrote on September 19: "I cannot in good conscience support a partisan budget bill that will cause my constituents in Missouri to see their healthcare costs skyrocket—which is precisely what this legislation would do. Cleaver also highlighted his stance against political violence and affirmed his commitment to civility within the democratic process. On September 19 he posted: "Political violence is unacceptable and must always remain so. Proud to cosponsor this resolution from @RepVeasey and @RepPettersen affirming our commitment to civility and nonviolence in America’s democratic process."
Cleaver has represented Missouri’s 5th District since replacing Karen McCarthy in 2005 and currently resides in Kansas City after being born in Waxahachie, Texas in 1944. He holds a Bachelor of Science degree from Prairie View A&M University (Fact sources: [1](#), [2](#), [3](#), [4](#)).
