Rep. Emanuel Cleaver, who has represented Missouri’s 5th district in the U.S. Congress since 2005, used social media on September 17, 2025, to urge bipartisan cooperation on several pressing national issues.

In a post published at 15:59 UTC, Cleaver called for cross-party negotiation on federal funding legislation. He wrote, "Democracy demands compromise. Republicans must come back to the table and negotiate a bipartisan funding bill that will ensure the needs of all our communities are met—not try to jam another partisan bill through Congress."

Later that day, at 17:31 UTC, Cleaver addressed housing affordability in a separate tweet. He stated, "Our national housing affordability crisis is not a Republican issue or a Democratic issue—it’s an American issue. That’s why I’m working with @USRepMikeFlood to craft bipartisan solutions that will lower costs for families nationwide. Great to sit down with @ApartmentWire to".

At 19:00 UTC on the same date, Cleaver commented on congressional authority over taxation and spending. In his words: "Congress has the power of the purse and the power to enact taxes. But Republicans continue to cede their own constitutional responsibilities to the president, allowing him to enact the largest tax hike on American families & small businesses in decades."

Cleaver’s remarks come as he continues his tenure representing Missouri's 5th District—a position he has held since replacing Karen McCarthy in 2005.[1] Now aged 78 and residing in Kansas City,[3] Cleaver was born in Waxahachie, Texas in 1944 and earned his Bachelor of Science degree from Prairie View A&M University in 1972.[4]
